Stephen Simchak
Head of International, Department Vice President, and Counsel

American Property Casualty Insurance Association


Steve Simchak serves as Head of International for the American Property Casualty Insurance Association (APCIA).  In that role he oversees APCIA’s engagement on international trade negotiations and global regulatory issues.  In addition to his duties at APCIA, he is the Chairman of the Global Federation of Insurance Associations (GFIA) Cyber Risks Working Group, which coordinates cyber underwriting and cyber security policy for insurance associations around the world that represent approximately 87% of the global insurance premiums.  Mr. Simchak serves as an industry advisor to the United States Trade Representative, the Commerce Department, and the State Department.

Prior to joining APCIA, Mr. Simchak was the Program Director of the Coalition of Services Industries (CSI), where he represented the U.S. services sector’s interests in ongoing trade negotiations.  Before CSI, Mr. Simchak worked on the staffs of Congressman J. Randy Forbes and Congressman Bill Shuster in the U.S. House of Representatives.

He earned a Bachelor's Degree, Phi Beta Kappa, from Trinity College, a Master's Degree in Global Politics with Merit from the London School of Economics, and a Juris Doctor Degree, Cum Laude, and Certificate in World Trade Organization Studies from Georgetown University.  At Georgetown Law, he was a Fellow of the Institute of International Economic Law.
